This authorizes the representative to request, inspect, and discuss the taxpayer's confidential tax information with the IRS. They may take actions that the taxpayer would otherwise perform, such as signing an agreement with the government. The representative may not endorse or negotiate the taxpayer's refund checks. They also may not sign tax returns or authorize another representative, unless the taxpayer explicitly grants them the right to do so.
